The traditional Software development lifecycle that was built around client-server computing requires a very long requirements and design process that needed to make sure everything was included. Rollout of applications was painful because typically software needed to be installed on everyone's PC. Because of this pain, it made sense that users and developers wanted to make sure everything they could possibly think of got into the software.
